App BoardGame for Notebook and mobile (iphone, Android)

I have a board game which I would like to translate to an app to be playable on a Notebook (ipad for testing). This should be playable by SINGLE OR MULTIPLE players in the same or different location. Some of the features of the game includes a quiz card which I would also like to be a separate feature that can be downloaded on Mobile Phones and played without the board (i.e. independently). Little Graphics design may be involved which I would expect you to do. The board has been designed and the app features would overlay the graphics of the board by having light and sound features to highlight the points moved during play, etc A dice feature, that can be rolled on screen, which detemines the places moved on the board which is then highlighted. Score board that makes a note of what point players have obtained which changes based on the outcome of each event during play. QUIZ As part of the board game quiz cards would pop up for each player playing during play to answer questions. This feature I would like, to be downloaded as a separate quiz app for users to play a quiz game without it being played with the board. This is the part that should be suitable for the mobiles (Android, Iphone). The Quiz Application would contain questions that is the same for the board Game and should be updated by owner using spreadsheet or a friendly interface. The Variation of the Mobile Quiz is that it would have its own screen sequence. Please send me examples that are relevant in you portfolio. BUDGET IS $300, NOT BIG BUT MAY LEAD TO MORE JOBS.
