Toon Boom Cartoonist required to draw a character

We need a toon boom designer to design a character in 3 views (front, side and 3/4), the character has to be rigged so it can be animated and arms, legs, hands, neck should reposition with the movement. We also need all the mouth expressions to apply lipsync with some audio files Most importantly, documentation is required as to layers used to allow other designers to use it for animating short informative clips. Please see attached images to have a rough idea of the character that is needed to be reproduced in toon boom.
