wouldn't it be better to start a new page. For the old page you would definitely need to know the page admin and their login credentials otherwise make a lengthy application to facebook and show proof of business ownership. I manage 5 different Fb pages with a combined following of about 50,000. If you do want to manage a page i would love to help.
