Hi, I can do this for you. I have ~9 years of experience in electronics. Please let me know if you just want a simple dev board (like Arduino Uno, Pro mini, Nano, etc) that displays on a serial monitor all the addresses that are used by slaves. I can do this very fast, and I will lower my bid to USD50 and deadline to 1 day. I'm thinking you want an actual portable device that doesn't needs to be connected to a PC in order to scan the I2C line. If you want this, I will make a custom PCB with a MCU that will scan the I2C line and show on a display the addresses where it found a device.
