Hello! I'm an English Instructor, although new freelancer I'm currently working on transcription. Even using dedicated applications (Dragon Naturally Speaking), the standard rate is 7 to 10 minutes of audio by hour of transcription. Depending also on the clarity and speed of the speeches on it. If you are talking about 3.5 hours, that means 210 minutes, so that implies 21 hours of work (at best). I consider you should put a sample of the recording and reconsider the deadline.
