We are on a property, part of which used to contain a seasonal stream and wash basin. The creek hasn't run since the entire two miles up stream of us were diverted into the storm drain system of the developments surrounding us. Despite the USGS removing the "blue stream" from the NHD in 2017 (after sending them the storm drain map) Los Angeles County STILL insists we get a hydrology report from a civil engineer showing that filling in the old creek bed would not "upstream or downstream impacts" on the non-existent stream. Please reply if you hate bureaucracy as much as we do and are willing/able to evaluate the situation and provide the required report written in language that Los Angeles County might be able to understand.
