Simple Mobile App- Database, Search & Results.

I need a simple mobile app built that can be ported to IOS and Android. Flutter or another platform is fine. The app needs to be able to run offline. I will provide all graphics (UI screens, etc.). The app will be made up of a Front-End (User Interface) and Back-end (Admin Interface) The app is really simple, the admin will enter details related to fishing baits, lures, etc. into a simple form. The form is drop-down data. So it is pre-populated. The admin simply selects from a drop-down the attribute associated with the bait. When the admin submits the form it adds the data to a firebase database or other source. Front-end User Interface: When the user enters the app, they can sync the app to get the most recent data. This simply will go out to the database and pull down the most recent baits, lures, etc. that the admin has added. The user will be presented with a form to submit that asks them questions like, "What is the temperature of the water", "How deep are you fishing", etc. As they submit the form, the script will eliminate or narrow down the baits and lures that match the users submitted data and display a list of the baits and lures with a link to purchase the bait. I already have the data fields identified in an excel format. I already have a designer to provide the UI experience. I just need a good app builder that knows how to connect with Firebase or other database solutions and build the logic for the app to work with the various tables and fields in the database. I need someone that can communicate in good English, understands logic, and is able to complete the project 100%. I am on a strict budget so please do not try and convince me I need to spend more and more. The relationship we build from this app can lead to more work but I need to trust that you can complete this app on budget. I would prefer we build the app in Flutter but as long as we can publish as both an IOS app and an Android that is what matters most. Please ask all questions. I will share UI interfaces and assets related to app once we agreem on the project. until that time, I will explain the best I can and answer any questions.
