Android App to play HLS video

I am looking for a very skilled person who can create a native application to play HLS videos, like on Apple on an Android App. This is only step one in a larger project. We are looking for someone who can demonstrate their technology skill, completion capabilities and budget savings on this first task. Excellent communication skills is a must, along with past experience, as we are not interested in learning on the job. Please do not make an offer which will be changed, as we will not do so.
