Need for an ULTRA MODERN interactive website

I am looking for a very ultra modern website - developed with the latest technology - for a site whose objectives are to: - Educate people and businesses on what exactly is Digital Economy - Demonstrate the impact of Digital Economy in our daily life - Present the current and planned projects in Digital Economy sector for the country (we are talking about a third world? country) The site should be highly interactive with such functionalities as a forum, a blog and chat room and/or experts exchanges) and should really provide visitors (even the uneducated ones) with a clear understanding of the concept of Digital Economy. I will provide the contents of the pages (and we will discuss the number of pages as we work together but I don't expect it to exceed 20 pages) but I would like you propose a design suitable for the theme and put together a state-of-the-art architecture for the website.? ? The site will be in French language. While I do not expect coders to know French language I just want to make sure that there won't be issues supporting French characters and I am making this remarks from experience as we had lots of issues with unicodes characters and I had to spend a lot of my time working with the coder to fix them. I do not want a repeat of that! ## Deliverables I have put together the attached design so as to start somewhere. You can improve it or propose something better.
