I have great experience in LAMP servers. I can handle this task. If you will use nginx and php-fpm, then you don't need apache. I can do this within $200 budget.

jail ( can be installed using ezjail or the usual set up, by using ezjail space can be saved on the server. it's also easy to manage jails using ezjail-admin. time taken for this one will be relative to the time required to buildworld from source ) apache ( can installed from ports, will you be hosting multiple websites ? ) nginx ( can installed from ports, ) php ( can be installed from ports ) vpn ( openvpn will be good ) smtp ( Freebsd by default comes with the sendmail ) svn-client ( can be installed from ports ) rsync ( can be installed from ports ) java - latest ( can install the latest java version available for Freebsd . Or if you need openjdk it can also be done ) ssh ( installed by default on Freebsd ) ssl I have experience building all your requirements on a Freebsd server.
