Install oci8 and run apache

hi, i have local server. apache is already install in it but when i write this #service httpd restart i get this "Starting httpd: httpd: Could not reliably determine the server's fully qualified domain name, using [login to view URL] for ServerName" and site is not working it is giving this error This site can’t be reached "IP" took too long to respond. and second issue is i can't install oci8.. oracle is already install and instant client is also install so it is hardly 1 hour work.. server is not live right now so u have to work through teamviewer or u have to give me commands so i will do it...
