C# Winforms Desktop Application - OnScreen TakeOff of PDF & TIFF Construction Drawings - Reader/Editor with the ability to Annotate & Measure

I am looking for a very experienced C# programmer who can developed a project similar to the application downloadable below (OnScreen Takeoff), I will incorporate it into my estimating software, so full source code would be required, The Access Database has already been developed for this application. After Viewing the Free (OnScreen Takeoff), please ask questions as most of the UI are already completed, this will be for basically just for the PDF Reading, Editing, Adding Layers, Zones and Annotations and Measurements, there will be multiple ViewPorts Required, as mentioned earlier, the Database is already to go and 80% of UI's are alreay designed and developed. Ready for your use. Must be able to take off line, count, area, etc., each condition (item) measured must be able to be colored coded.. Database is setup to accept all of the required information. Most be Capable of Converting PDF to Tiff, and also to View and Annotate PDF, and TIFF Files.
