I can provide an efficient solution for the problem that you mentioned. The state can be populated on the state dropdown and then on selecting the state , particular cities of that state can be populated viz AJAX call. We can also make it a multistep form where we show a single dropdown of state and on selecting the state , we can then hide state dropdown and show the cities dropdown populated with the cities of that particular state.
