VBA in Excel and Access

I am short a developer and I need someone with experience in VBA (Visual Basic for Applications) and some desktop VB.NET I have a number of SQL (2005 and 2008) databases with Microsoft Access (2007 and 2010) front end. These use Microsoft Access and VBA as the user interface and I need someone to help out on an ongoing bases. It is not a huge volume of work but it does come in small projects. The specific project I have now is related to one of my databases. I need to develop a data collection form in Excel and VBA. The form will be e-mailed out and will be completed by field technicians and e-mailed back. I have started the form and have some working code but workload and priorities mean I need someone else to help out. The Excel file contains 8 forms (Excel Worksheets) and 2 worksheets of data. The basis is the user fills in the form and there are some fields that have upper and lower limits and some fields that require a look-up and auto complete. The data for the upper and lower limits is in the workbook (on one of the two data sheets). I need the developer to write some VBA code so that when the "cell update" event is triggered the code will compare the value entered to the value in the other sheet. If it is outside the limit the user gets a message and the cell focus is set back to the cell with the out of limit value. This is not hard to do but there are 8 forms and each form has 25 to 30 fields that need validated (it is a lot but if the code is written correctly it can be cut and pasted) I am part way through the first form but I need someone to finish it and complete the other 7 forms using the same code template. I also need the developer to help lock the sheet so when it is sent to the user that they only enter data in certain fields. When this project is done I will be posting a second project to write a desktop application to take the results entered and post them to a table in Access so there will be a bit of ongoing work. For this Excel project I am estimating that there is about 2 or 3 hours work in each form. I am also assuming USD10 per hour so USD10 x 3 hours per form x 8 forms = USD 240 max My two main criteria will be cost and quality. I am not going over 240 USD and I will be looking for someone who can come in under that and I am also looking someone who has some history of doing a good job (feedback) with VB development (either VBA or VB.NET)
