Spanish and China Local Representative`s

I am looking for person to the position Local Representative of our company in the on-line investment industry. This is not a full-time job, we offer a stable salary.
This person will be responsible to respond to our China or Spanish customers (about 5-15 e-mails daily), for active promotion in his country and on internet in local languages and for website translation.
If you are ready for a phone support of our customers it would be appreciated, especially VIP customers.
The right person speaks and writes fluently in China or Spanish (if both, this is additional advantage), has a stable internet connection and is friendly, organized, creative and has good and modern promotion ideas.
