Sounds fun, We can write a multi threaded application to do this and control how many worker threads are going. We would monitor all the resources on the computer so we know when we are pushing it as hard is it will go. I would be happy to help you get this going to start verifying the website against the http proxy list that you provide. I will write a multi threaded c program to do this , after proto-typing it in bash, you may find that the bash version is fast enough for you.
