SEO Optimization and Site Submission for New Website

We need some SEO optimization and if if possible a couple months of site submissions for a new website selling leather jackets and vests. We currently get about 25 visitors a day and did about $1000 in sales the first month. Our goal is to increase our sales by getting quality visitors who actually buy stuff. Our website uses 3DCart as the host, and there are html templates for every page, and each product can have custom meta tags added too. Our 3Dcart software also generates an XML sitemap automatically, so we do NOT need a sitemap. If you can pick better keywords than we have and get us on the top page of google for some good keywords that drive buyers to our site it would be a big plus. I know from our ebay store that our products sell well if we can just get the traffic. I tried pay-per-click but it was a waste of money. We prefer not to release escrow payment until we see some results increased traffic and sales. So if you can promise some increased traffic and sales before we release full payment, that is a big plus! We're trying to keep the budget to $250 or less. We may consider higher for a good offer. Please include a summary of what you are offering with your bid, and an estimate of how quickly you think can get results. Also, obviously don't use any methods that will get us banned from Google or other search engines. We don't need junk traffic, we need good targeted traffic.
