Numerical optimization - I need a solution(No coding needed)

Stuck with an academic project and need some help -> A logistics company, who has multiple warehouse is trying to reduce distribution & delivery costs Question: How can Logistics managers reduce distribution & delivery costs by placing items that are often purchased together at same warehouse or at geographically closer location? How can we formulate the question given historical order data, item volume(w*h*l),item weight, warehouse floor space(square footage), and item profile such as flammable - flammable items can't be stored in the same warehouse as non-flammable. I need a solution for this, and reference papers referred to(I will do the coding once I have a better understanding)
