ALPR with GUI and csv output

At this stage I am just after a quote, there is a very good chance for the project to move ahead (just need an approximate cost for the proposal to boss man, please try to be realistic). I have been playing around with Open ALPR and Image processing with Matlab, unfortunately this project is beyond my abilities as a mechanical engineer. I need a program with similar capabilities as Open ALPR for Australian license plates. Program needs to analyse .mp4 video footage with possibly more than 1 plate visible/frame. Where a plate is in multiple frames (car moving across the screen) I only require the most accurate reading from that group. Data output needs to be in a CSV with a time stamp for each plate recorded. Format for the time stamp should be "HH:mm:ss.S AM/PM". The date and starting time can be a manual input before the video is processed.
