We have a spreadsheet that we would like to import to an online database and use Bootstrap responsive admin back-end. After spreadsheet is uploaded. Must be able to: 1. Edit each record 2. Add records 3. Upload additional records from spreadsheet (CSV or Tab Delimited is fine) 4. Download records to spreadsheet, csv or tab delimited. All if that is not an issue 5. Eventually will point apps at the data, so API for easy access would be nice to have.

This is simple and I can finish it very fast, we can use active-admin so that you can perform operations on database. You can pick any database mysql/postgres/mongodb. I just need a VM where I am suppose to import this data. You will get user based login.
