small auction problem

PHP Auction website of a clients that has turned out very buggy. The website is [login to view URL] and when an auction is listed an email is sent out to the person that placed the auction with the details. This bit is fine, however...when the auction has ended there should be an email sent to the highest bidder and the seller to finalise the deal or, just to the seller saying their auction hasn't sold - these emails are not being sent out. They are within the files but they just don't go anywhere. This is very urgent and needs to be sorted today if possible. I will ideally be looking at a price under $30 as it is a very small job for someone that knows what they are doing.
