Program freelancer website (html5 and css all pages ready on frontend)

I need to create a freelancer marketplace site in a particular niche and need help to find a solution and implement. I looked for some wordpress themes with this functionalities, but all themes were review as very negative. Therefore, I would like to create the entire site programming, i would delivery the front end ready in HTML5 and CSS. So the programing is required. For admin panel we can use wordpress. If you have some wordpress theme / plugin that makes programming easier, even if its paid, we can see it too. The following settings are all things that exist for such sites, such as: - Escrow Payment (for standby payment until the customer approves professional service) - Internal messages (already has layout ready in html template) - Payment system - Admin can manage disputes and see messages exchanged between professionals and clients. - Professional and customer profile and control panel - Page for professional to see payments, transactions, withdraw money - Administrator can define monetization forms by panel (charge monthly, charge for proposal submission packages, comission in projects, etc.) - Search for professionals and projects with filtering by location, category, etc. Basically everything that shows on the template frontend we want to use and needs programing.
