Loading bar

I have a website in php ([login to view URL]) and it has a music upload section and a video upload section. I want a feature built to where when the users upload there music and video is shows a loading bar with the status and how much more to upload. I also want to add a download music or video button on the the music and video section, where the users can download any music or videos uploaded from any user. Please let me know ASAP how much would you charge for this. Based on the cost i will let you know. Also, tell me how soon can this be done? Whoever gives me the best offer in terms of money and time, i will go with him.
