Re-enegineer Web Apps PHP/Python

Hi, I'm looking to hire an experienced full stack / backend Web App Developer who can re-engineer our existing PHP/Python based inhouse web apps. It will be great if you have technically lead a team of developers but have remained hands on writing code. This will be ongoing work with paid visits to our head office in Makati, Manila. I will also offer 1 or 2 year relocation to Manila for developers who want to live and work here. Great people, amazing weather and fantastic beaches. I expect the developer to work remotely initially with possible short trips to Manila to work with our inhouse team of 8 developers. The work will be completed in stages. Stage 1: Investigate our current software to understand the different sub systems. (I have attached data map and servers configuration drawings) Stage 2: Move RSSC server software from a low spec hardware to a bigger more power server. There are two parts on this - the client software written in Python and compiled into executables for wndows, Linux and MacOS - source code lost. Server side code is written in PHP/Python and source is available. Stage 3: Investigate all other sub systems and make a plan to remove redundancies with the objective to make all sub systems robust, scalable and highly responsive. Make all the sub systems modular by using API's. Stage 4: Integrate third party software such as accounting systems using API's into our software. Stage 5: Work on adding new features.
