Create PHP Proxy Script that reports Traffic to Web Hook

We need a PHP script that runs on the backend server and redirects all traffic to the given address (GET parameter) and reports the traffic to a [login to view URL] based Web hook (so we can act on the traffic). E.g. [login to view URL] would forward the traffic to [login to view URL] to [login to view URL] and report the traffic to a web hook that should be configured in an accompanying configuration file. The web hook should receive all GET parameters (the redirect URL and anything else (e.g. IDs, names, etc): [login to view URL] is also valid. Very easy project, we just need it in order to act on clicks to a link.
