build a web application (Sign to seminar)

Hi! Im a student and Im studing System developer and im trying to learn how to build a web application to Sign in to seminar of a university.i get this project as assigment in my study and i need help to build this application. Write a requirements spec and use case for the upcoming project work SignToSeminar. SignToSeminar is a web application where you should be able to find information about upcoming seminars. And you should be able to register for the seminars. Write down the requirements that should be able to be placed on a system like this. Draw use-cases for the use-scenarios that will occur. To think of: Which actors act with the system? What actions do you want to take with the system? What is the minimum required for the application to work? What data do you need to handle in the system? Remember that you are going to build the system so what is the least needed to have a working system? During the course we will build a web application where you can find information about seminars. You must also be able to register for the [login to view URL] web application will consist of: a frontend (web interface) that presents the information, and a backend that provides the information to the frontend. Data will be stored in a database. Technician Frontend will be designed with HTML and styled with CSS. The logical parts will be built with Javascript and React. Backend will be built as a RESTful http service using ASP.NET Core 2.2 Web Application.
