TV Broadcast and TV Live broadcast

Hi, we are going to start a small rebel tv Broadcast studio with also possibility to send Live Broadcast. The broadcast need to be viewable via the Web, Adroide phones, Iphones, and also viewable on a Smart-tv- We also need a App to stream the broadcast through either via Android/Iphone or Smart-tv like Samsung tv. The webpage design should be Clean, neat and touch of sexy style with national theme of Sweden. We need a webpage, with admin panel to log into and control the Daily program that will be broadcast like a normal daily tv-program but also possibility to add Live broadcast into the daily show if we want to. The login-interface on the Webpage is for Admin and Staff who is editing uploading movies, or preparing Live-broadcast. Possibility for viewer to subscribe for pay per view, should also get a an email when we want to inform them about upcoming program. The App and Web interface should have two view- feutre... Either we can Publish Free view for all visitors to watch but also send a Broadcast channel were we can take Pay Per view, or Pay per Month subscriptions, with payment options as Paypal AND prepared for payment authorizations via Visa/Mastercard. If you have a third part program/script that can solve all this challenges that can be integrated into a Webpage or App, so is that a option, but you do the installation. The site need also a Link tag-code/frame , that can be pasted into Facebook or normal html page so we can distribute video elsewhere. We can agree above this price you offer, also sign for an agreement to have your company as the first part we use for development of the page after we have published the page in public, and can over that pay additional monthly or yearly fee for service.
