App for Clipping Images

I need a simple PHP application or another language (not Flash) that will be uploaded to a website which allows for users to upload a photo and cut out using anchor points. What I want is pretty much the effect in Smart Scissor tool found here: [login to view URL] or clipping effect in [login to view URL] . In the app I want, users would upload the photo, cut out the portion they want, and when they are done by clicking a button that edited photo is saved as PNG in a temp folder. The photo would be deleted once the user session is finished. I will provided more detailed requirements to the Freelancer that is awarded the project.
