Accounting CMS Back Office

We need a back office (CMS) for our company with the following to support it; Javascript, PHP, and MySQL. It will require functionalities such as: + Potential and/or new Subscribers to activate an account with email confirmation to authenticate the activation. + Administrator, Moderator, and Subscriber to be able to upload documents. Though, Subscribers can only view their own designated documents while Administrator and Moderator can view all documents that involves in the database. + Master Administrator to view everything involved in the CMS, block or delete all users including Moderator, and a Moderator to manage documents, search and populate database. + Functionality of ACH transfers between Administrator, Moderator, and Subscriber(s) which we can use a third party for such service. Though we need to be able to incorporate it to the CMS back office. + Administrator and Moderator to be able to view each Subscriber(s) last login date/stamp. + We have PDF materials and we need a section in the back office where Administrator and Moderator has functions to upload documents where Subscriber(s) can VIEW ONLY with access to download the uploaded documents.
