Create a simple plugin for Wordpress

HI I am looking for someone how could make a plugin for my Wordpress blog. The plugin will be used to display random facts. How should it work: In the backend I want a section where I can add the facts. The fact editor should be quiet easy: A field where I can add the facts text and save them. The fact should be get a number automatically which should be shown on the frontend like this: Fact 01: This is a facts text blablaba... I also want a field in the backend where I can add a name. If I write something into this field on the frontend there should appear a Text which means This fact was submittet by: [name] If I don't enter a name into the name field in the backend this text should be hidden. I want that this facts are shown on the frontend well formated (big white text and colorful background). I want also that this facts can be displayed in the widget area. I'd like to do this with shortcode so please make sure that I just can use a shortcode to display the random facts slider. Of course this facts have to be responsive.
