Build an uptime monitoring site for China (subscription website with user log in)

We plan to launch a subscription site for website owners who want to check that their site is available from China (not blocked by the government). This is basically an uptime monitoring site but customized to China. We need a strong programmer or team who has experience with uptime/website monitoring website design (primarly http and ping testing) and can provide a professional, responsive website that looks great on all browsers and screens. Please provide an example of such site you have done as part of your bid or private message (I do not need a full portfolio of unrelated website). If you have never done a similar website please do not bid as there are multiple variables that will make it difficult for you to complete the project. The work to be done will therefore include the front end (the pages the visitor or user will visit), the admin section and user logged in section, the back end (scripts to install on the servers). Notification will be by email and by SMS (sms is optional but would be a huge plus, please advise a service provider and ongoing costs). More specifically, there will be three test servers in China, one in Hong Kong, one in the US. There will be a free plan for one website only and one test server, and paid plans with different options, monitoring frequencies and costs.
