Build a Wordpress hosting website in Arabic

I want to build a Wordpress hosting website that sells domain and hosting for Wordpress Only. the user should have 4 simple steps that starts with choosing the domain then choosing the hosting plan then choosing a theme then he will pay and afterwards he will get his own Wordpress website live with the theme that he have chosen. the website will be in Arabic and English ( including the control panel and everything that the user needs ).
