544150 Oscommerce PHP expert needed now

I need a php expert of oscommerce. ONLY THE EXPERT should bid. I need an on and off button in the admin to enable and disable "free shipping" coupon working with other restrictive products. See, if I set free shipping coupon to work on products in certain category and put in the cart and enter the coupon it give free shipping to ALL. Whether there is product from other category is in the cart or not. Sometimes I want to disable this function, so if someone put product A + B + C in the cart and only A qualify for free shipping, it shouldn't give free shipping. Because other products are in the cart. That is problem 1. Another issue I want is, I want to add "Other" in country field when people register, so people can enter their own country name. Also, at the moment, I change the shipping settings via editing the php file through ftp. But I want to be able to control this via oscommerce admin. So you need to put this in admin shipping module area. This is for oversea and domestic shipping.
