171599 Directory Website

I would like to develop a directory website with listings that look and function in a manner similar to those found on bottom half of this page: [login to view URL];target=FIRM&keyword=injury&location=newark%2C+nj&x=0&y=0 I'd like one simple page for each of 50 states, and would like to categorize listings under city names (to be alphabetically displayed) within each state. I'd like to allow businesses to list themselves for free in this directory (name, address, description of business, contact info) but I'll want the ability to approve listings before they are published. I intend to eventually integrate Adsense and/or pay-per-call listings above all free listings -- just something to keep in mind for design purposes. Willing to escrow.
