Complete a Job Search Website as soon as possible

I would like to get a US-based web application developer and website developer to complete a Job search membership website that was started by another developer who did not have all the skill sets to complete the site. The site will have a resume builder, a cover letter builders, and a section for job seekers who are paid members to watch approximately 100 video clips that will be hosted on a video hosting platform. It will also have a job listing section and a section for employers to post jobs. The job listing section will initially be populated with jobs scrapped from another website. It will also have an auto-mailer function that will make it possible for the resumes of paid members to be automatically sent to job listings with published email addresses. There is also a job tracking section where members can track their job search and record details of jobs applied for, interview dates, venue etc. Also there is an aptitude test section that with 150 questions and answers for Verbal, numerical and inductive aptitude tests. The site will enable paid members to create their profile page showcasing their resume, passport photo, video resume (if they have one). It will also have a forum for job seekers. There is an affiliate registration section. Affiiliates can join and an affiliate code is generated they can be given out by affiliates. When potential users us an affiliates bonus code to make a purchase the affiliate makes a commission and a text message is sent to that affiliate to notify them of the commission they made. There will be as sms API Integration, Bank payment API integration. This site will be able to accept debit, credit and cash payments. For cash payments, the site will generate access pins that will be made available a bank where customers can go and make cash payments. When payment is made at the bank, the bank will give the user one of these unique access codes that the user can bring to the site for activation/ authentication. Once activated, the paid member can have access to the site and all its tools. See detailed description in the fie attached. There is also an online business directory that will be created. An excel file with business names and contact information will be supplied. Please note that the website has already been started and needs to be finished. Key parts of the site are not functional at this time. I am looking for a smart and creative developer in the United States who will complete this site quickly and make it work as described in the specification sheet attached.
