Reverse engineer Software & enhance

Hi all we are about to develop a new business and require a software to support our mission the software should be similar to [login to view URL] The mission will be to reverse engineer the tool (GUI + functions) and to add a few functions - load maps from our mapserver (setting up a mapserver is part of the mission) AND to be able to overlay images (jpg, tif) in the mapview e.g. instead of a map using a house plan AND to add annotations to the images written into exif similar to the Annotate tool from [login to view URL] AND to show html, pdf, html5 and swf files in the list view and as markers in the maps Writing language and schedule should be agreed together All code should be described and will be delivered to our software engineers during progress.
