user managment and administration web system

Purpose: To develope a user verifaction and managment system that can be tracked by a mysql database. i need it to do the following: log when the user logs in the webserver when the log out allow the user to change thier password calandar feature to be able to schedule events and send email notifaction. lock other users out of specific html pages while one user is logged in. administration option to be able to alter the ip adress subnet and gatway ip. administration will have full reporting capability to include the following: sql query search on all users by date, time logged in, password changes.
