php coder required to create custom script

I have a php script that: generates a new webpage, changes the file name, {keyword} on the page etc from a csv file. For example: I run the script on a page called: "[login to view URL]" The script reads the {STATE} column & {SUBURB} column & {CATEGORY} of the csv file and then creates a new html file. Then new html file is saved as {[login to view URL]} and all the fields in the new html file are changed to the corresponding row from the csv file. This results in a file being created called: [login to view URL] The script enables me to create 1000's of pages with different main keywords by running a set of scripts (about 30 scripts 1 after the other to avoid server memory errors). WHAT I NEED: A php script to add to the current php script that can create 10 links & titles randomly selected from the csv file. Each of the 10 links must be unique on each page that is generated currently by the script i have. Every page must randomly select 10 links to generate for each page, pages can have some links that will be on other pages but each page MUST not have any duplicate links. EG: Link 1 = <a href=[login to view URL] "title="FOOD BRISBANE">FOOD BRISBANE</a> Link 2 = <a href=[login to view URL] "title="SHOPS SYDNEY">SHOPS SYDNEY</a> etc AND SO ON (10 unique per page). It must read the csv file column 1, 2, 3 choosing the row to match the 3 and create a link to that page. The idea is that this will significantly help with in-page linking and help google identify each page as unique therefore rank each page higher. I will provide the link to the pages with the existing code for successful bidder. You must write CODER in your pmb or your bid will be ignored and treated as spam.
