We need a (web) application that will send a SMS to the target cell phone / SIM (doesn't need to be stealth). Then target phone /SIM should return at least Location Area Code(LAC) and its Cell ID (CID) [login to view URL] received data should be presented in text and in a map (example can be presented upon acceptance of the project). ATTENTION! No application to be installed on the target phone. We have gathered quite a lot of technical documents and have the programming for the placement of the LAC / Cell ID in a map, if that might be of help. No milestone payments will be released until testing is complete and full payment will be made on completion. I will not add skype id’s to chat for payments in advance and so on.
