Dreamweaver MX Extension

Hi, what i need is to develop 1 Dreamweaver MX 2004 Extenzions, the extension is to design EZ .tpl pages to add to the EZ-publish. so must have code completion based on the EZ tags, add images, css all like is writtend in the EZ-publish Code Reference.
