I need a database driven website that is divided into sections. Each section is a "topic". Users can go into those topics and create new messages. New topics can be created by users as well. New topics created by users are "grayed" out until administrator sets as ok to use.
If you want to use something like phpBB that is ok, but it needs to be significantly modified and different than default PHPbb.
user store
database holds information on zip code of user, username, real name, male/female, password, and email address
Only zip code is available to be displayed on user.
message store
holds topics, all messages, and statistics on views of topics and messages.
zipcode database
need to logic to find other zipcodes within 50, 100, or 250 miles of your zip code.
site puts a cookie to remember username. User can retrieve messages with cookie but needs password/username to post messages.
messages are stored as text but also as MP3 files. These files are created by users using this control:

I will need you to modify this so that it
1. creates a link to the file it stored and puts it into the message store db. that is the voicemail download
message replies will need the option to disable reply with voice. So by default, replies have the voice option. Subject line must be put in on all posts and replies.

## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):

3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).

unix or win32 server. I'd rather use unix. but you can use ASP or PHP. see link above.
you can use any database, but prefer mysql as webhost has that one. if using microsoft sql please let me know.
