Create an android wallpaper app that I can update and revise

I am looking to have a wallpaper app created that follows the below criteria. For this project the end goal is to create this application such that I can use it to create a few wallpapers apps by adding in and changing artwork on my own computer. This does not have to a unique app, if you already have something created that is close to this or needs tweaks I am fine with that. If using other pieces of code or material you do own, you have to have the rights to do that, so that there is nothing wrong related to the creation of this app. I am trying out creating apps and seeing if I can at least break even, right now I am in the red related to doing this. Things I would have removed is categories, I want to be able to add photos into one section for the entire app. Do not need a section for purchasing to turn off ads, or “Remove Ads”. No privacy policy page is needed, will have that in a About Developer page. ***Budget is $50 USD - App is created such that I have the ability to add and remove photos from it to create and update a wallpaper app. - App is created in such a way as to allow for adds to be added into it. - Pages with photos will be shown in squares, two a page, like example app. - You can swipe to move to different photos. - There is a button the photo that lets you set as a wallpaper, share via social media, or download it.
