Web app with recording and speech recognition

I am creating a note-taking web app. Please send me an answer to the questions below the description. I would like someone to create an audio recorder with synchronous speech recognition (voice to text transcription.) User needs the ability to create tags before recording or transcription starts. User also needs the ability to do the following during the audio recording + transcription: Use tags to create jump links in the recorded audio. Use tags to tag/bookmark important segments of text from the transcription. Accounts User can create an account with an email and password. User can create a group and invite users to his/her group. Users can share files (audio and transcriptions) with group. Which programming languages would you use to implement this? How long would you need to implement this? How many hours a week can you dedicate? What questions would you ask to clarify the product? Which voice recognition API would you use if privacy weren’t an issue? Which method would you use to keep audio and text data private?
