It sounds like this can be implemented using a combination php and mysql. I have over 15 years experience using these languages. I'm sure I can provide the application you need. Specifically what do you need done. I can create a populated database of the keywords that you want. Then I a function written in php that will pull the keyword based on a given criteria.
