I need a website in PHP for news publishing

I need a website about news publishing. As i can see many journalist cannot publish news in the news channel so for them i am trying to make a website where i can make a log for them so they can publish news. I need my website in 3 ways- 1. Global website. 2 Local website for 3 countries only for now. If a person from that local country open then he should get his local country news in his language. I mean scrapping should be done from local news channel of that country. In global news scrapping should be done from global news channel and in local it should be done local only. I need very good UI page and admin panel. It is a large project of 5 years so i need some one who is really very good. I will make 25% milestone first. After 25% of work i will make next 25% of milestone then further. I will release milestone at last only. Please work according to rules of freelancer only.
