VB.NET Detect Bright Spot in Image

The goal is to create a VB.NET project compatible with .NET 2010 that loads up an image with some bright spots in picture box. Calling a function shall draw a Yellow rectangle on the image with specified height width and location. The function shall then detect the start and end points of bright sports within the rectangle drawn and mark the borders in red color. Similar image and example with detection shown in attachments. Detection should also work with noisy backgrounds. The project will be awarded only after providing an executable demo program. Source code shall be shared after awarding the project.
