Hi, I am new in freelancer web site. But I a very experience programmer. I involved with some major work with international logistic and relocation companies. I shall propose to you setting up a simple database for you to input all this important dates for each vehicle and the relevant care takers email address/phone number. With my creation of some automatic run program (daily or more frequent ), the reminder email/sms will be sent out to the relevant care taker. To monitor the program is correctly running, an administrator page will be build to help spot check the program. This is all my suggestion before really study your situation and requirement. It could be any other solution/method you preferred, once you explain to me more about this project.
