I do not use SPSS, but am familiar with R, which is very similar in carrying out the work you require.
Your questions:

Validating an input is just a test on the data. Nominal values are categorical values, for example zip codes can be considered to be nominal values. Therefore if I needed to validate zip codes, then I would devise some sort of test in order to determine if the value is a valid zip code.
-Analyze the input data for consistency of data.
I need more information on this comment, but one way to analyze data for consistency is to scale the data in order for the data to fall within a specific range.
-Try various algorithms until a suitable one is selected with the highest outcome %.
There are many different algorithms and it comes down to what is your overall goal, the specifics of different algorithms, speed of algorithms and many of variables. This is just some of the many different algorithms you may try: SVM, Decision Trees, Neural Networks, kNearest Neighbors, Bayesian classifiers and a whole host of others.
