GIS polygon creation

Hello. I have over 7 years of ArcGIS programming experience. I also have 16+ years of .NET programming experience. What format is your data (shapefile, geodatabase)? I do not have ArcGIS presently; would KML or GeoJSON be an acceptable means of delivery both ways? Do all the snap-to points already exist, or will manual points need to be created? It looks like you already have quarter sections, and you are simply finding the set of them according to the data in your spreadsheet.) The shapes look rectangular; do other shapes exist, such as an "L" shape, etc.? The approach I have in mind is: 1) Find the parent polygon. 2) Locate all quarters 'fully' within the parent. 3) Filter the quarters based on the criteria. 4) Copy the queried quarters' merged geometry from step 3 and data from sheet to a new layer. 5) Verify. 6) Provide new layer as KML.
