A SMALL Program that runs in my system tray on Win10

This can be created in whatever like C++ etc.. (I dont know languages) This is BASICALLY like a resizeable POST IT NOTE on my desktop that is also clear It will also sit in the system tray (when you RIGHT click a options menu will appear) This will be a program that will AUTOSAVE, AUTO REMEMBER its LOCATION and WHAT SCREEN IT WAS ON, It will have (when you right click its icon) the OPTIONS MENU to adjust FONT,SIZE,COLOR,AUTOSTART. Ill be able to type MY EVENTS into it It needs also to be able to change the background... to CLEAR etc... (can use a HTML Code for this ?) It will save ENTRIES in a TXT FILE and also retrieve and autosave when something is added. from a LOCATION I SPECIFY in the options menu like F:\....\[login to view URL] If you think you can do this and do it for my LISTED PRICE Ill send you a mssg with a WORDPAD Document with all the tiny specifics and pics and then you can decide. I also have another program created for me (and its source to) that has a similar menu when you right click and goto options..) (for you to look at...)
